Problem running "rpm -K --nopgp

I am using Red Hat Linux 6.1 using the 2.2.12-20 kernel. I want to
upgrade to the 2.2.16 kernel RPMs but am having a problem verifying the
package files. According to the kernel upgrade instructions on the Red
Hat web site I ought to verify the packages before installing them. The
command shown in the upgrade instructions is:

  rpm -K --nopgp <rpmfile>

This meshes with the rpm man page and with the RPM Reference Card.
However none of the RPM files pass the test. I've downloaded them from
two different sites, including Red Hat. Here is a typical result:

  kernel-2.2.16-3.i386.rpm: GPG NOT OK

Now, if I change the command above to:

  rpm -K --nogpg <rpmfile>

I get this:

  kernel-2.2.16-3.i386.rpm: md5 OK

What is going on? Are these files good or bad? Are the instructions and
man pages wrong? Has rpm changed?

Thanks,
