Can't get .htaccess to work on Perl scripts

I wonder if someone could help me with a fairly easy thing ( I think).
I have put a .htaccess file in a directory. The directory is below the
cgi-bin. The .htaccess works on html files but not on .cgi files. In other
words I can display a cgi file in the browser by typing in the complete URL.
How can I lock down the directory even for cgi scripts?
