I've a redhat system, and I just did a 'man login'. The manpage
hints on a file /etc/usertty that can exist and would have certain
security restrictions for non-root users. There is also a file
/etc/securetty which is intended to limit root users from logging
on from remote locations.

Further along in 'man login', we see that the /etc/usertty
file can contain a USERS section, which lists allowed ttys and/or
allowed hosts on a per-user basis.
