The user/group set in the conf file determines which directories the
user will be able to browse through (except for stuff found through
recursion from the root html directory).
e.g. If the user is nobody, group - nobody, then they will only be able to
access stuff that gives permissions to the "nobody" group, _and_ the
stuff below the root html directory (unless specific .htaccess
files have
been set up).
