OT: telnet access deny, ftp ok

Hi!
got a strange access issue. After 2 months of redhat6.1
installation, I found I cannot telnet remotely or locally to
my linux box. Got LOGIN INCORRECT. However, I got
no problem to ftp or netbios to the box from my win95 
system. I know the telnetd is still working  because
I can telnet it after I change the password to "" with 
linux single. I guess there is something wrong with the 
shadow. Hope some one can point me a direction to
fix this problem.
