As far as I know, the relationship between cylinders and size
is up to the BIOS _and_ the drive, and could be anything.
Sure, unlikely, but assumptions get you into trouble.

This is a problem. Win95 took all the good space for itself.
Partition Magic has been reported to have some amazing abilities
with regard to moving/resizing FAT32 partitions. You might
want to check it out.
Other than that, Bob McClure is right. Somehow, you must
either move the Win95 partition, or boot to a different drive.
There's really no other option (except loadlin or floppy-boot).
