NetBEUI?  There's a hint there!  I think this is a problem in the NT client
setup
Rebuild your protocol bindings on the NT client....
... net connect should be the same as the '95 box.
Usually the problems with RAS show in user authentication after the link is
set up.

CAn you PPP connect to another site (maybe an ISP) with the same NT setup?
Are you running DHCP or set addresses?
