It's fixed!
Your information gave me the clue!
I searched the distribution CD for wu-ftpd, found it,
installed it, and Voila! I now can access the 6.1
machine from my Slakware clients!
Many, many thanks! Let's keep in touch!
I've built a physician's outpatient system using Linux and
discarded 486/33's - and the doctors actually use it and like it!

I have RedHat 5.2 instead of 6.1, but the installation is probably similar.
There are *three* rpm packages involved:
ftp : the ftp program and man page
wu-ftpd : provides the ftpd daemon, as well as /etc/ftpaccess etc.
In the RedHat 5.2 manual this package was misidentified, and
from your problem I guess that hasn't improved with 6.1 ...
anonftp : provides the /home/ftp directory. You don't need this unless
you want anonymous ftp (you'll also need a user "ftp" for this).
So it's wu-ftpd that you need (assuming they didn't rename it to something
else).
The man page explaining in.fptd is actually ftpd(8), which is also part
of the wu-ftpd package.
My /etc/inetd.conf reads the same as yours; my /etc/hosts.allow is
actually empty.
