No. Actually most of the core X11 files are not. Only the libs, some of
the include files and the extreme basic stuff. No window manager, no
Xserver or the configuration creators. 

Fix this by going back and installing XFree86-3.3.5-blah.i386.rpm, The
XFree86-ISOblah.rpm files, the XFree86-blah for your server (like
XFree86-SVGA-3.3.5-blah.rpm), the XFree86-VGA16-3.3.5-blah.i386.rpm, the
cryllic font rpm, the Xconfigurator*.rpm file, the XFree86-XF86Setup (or
config I forget which) rpm file, the XFree86-xfs*.rpm, chkfont*.rpm and
your choice of a window manager like the gnome stuff or KDE (kde*.rpm,
korganizer, kppp ect ect).

Not sure if I've named all the files but that will give you X11 on your
system. Don't forget to install the x*.rpm files as well if yoo want
apps to work with.
