Kppp only works for root

Help please. I know permissions are involved but can't find the thing
to change... already tried many...

I upgraded from RH 6.1 to RH 6.2 and all went well except in order to
get the dialer to open I have to use a terminal and su as root, then it
opens right away when I call "kppp". Thus, the icon won't let it open...
