traffic shaper

hello guys, I want to implement a traffic shaper into one of my network, I
setup a PC running a Linux RedHat 6.2 with two NICs, eth0 is directly
connected to my subnet(202.134.244.0/26), then eth1 is connected to other
subnet (202.134.244.224/27). 

Here's my diagram.

Question:

Is this a correct setup? If yes

1. How do I route the 202.134.244.224/27 
2. How do I Limit the eth1 into 128Kbps speed?
