RPM being stubborn?

I have RH 6.1 with the version of rpm that came with it (3.0.3-2). A couple
weeks ago I downloaded and installed some of the rpms for ssh, naming
openssh and openssh-server of the version 2.1.1p1-1. No problems for
getting an sshd server running. But now I need to use the client side, and
discovered that I need the openssh-clients package. No prob, I thought, and
went to get another rpm. But now on Redhat's site the only versions listed
are 2.1.1p4-1 and 2.2.0p1-5. I downloaded the 2.1.1p4-1 one and tried to
install. Got an error:
only packages with major numbers <= 3 are supported by this version of
RPM
error: openssh-clients-2.1.1p4-1.i386.rpm cannot be installed
I didn't think the number after the "p" would be considered a "major
number", and I have lots of packages with various combinations of numbers
greater than 3 installed on my box. So I figured it was a compatibility
thing, and tried to first upgrade my openssh main package to the p4-1
version - same error. I also tried uninstalling the one I had and starting
over with opnessh-2.2.0p1-5 - same error. I thought, okay, it wants to play
hardball, so I'll have to try harder to find 2.1.1p1-1 - off to the RPM
Repository site. They had a 2.1.1p1-1 made by Mega & Loman (never heard of
them). Tried it, got even less info, just:
error: openssh-clients-2.1.1p1-1.i386.rpm cannot be installed
What is going on, and how do I get an openssh-clients package for my box? I
don't know if upgrading the rpm package will help, or if that will just
cause incompatibility with other stuff that is original RH 6.1 versions.
