Timezone setting problem

I know that you can set timezone via linuxconf. The problem I am having
is that this computer was installed with RedHat in the UK (BST). Now I am
in the US and desire to change it to EST. What configuration file do I
need to look in? I have tried to change it with linuxconf but it does not
change it. It still says BST when I tried the command "date".
