Well, my answer to your other question ("help revisited") was not that
correct, but maybe I can be of more help on this one.

The problem is Apache also has to be able to access the parent directories of
the html_public directories. This means that you have to chmod the user
directories to 711 at least. This way Apache can't read the user directories,
but at least execute (= cd to) them.
