As others mentioned already, you will need to boot a rescue disk.
If you don't have one (and BTW, if you're worried enough to have
a stand-by machine, you ought to), then you could boot the CD
instead.  Mount what should be / and check the contents of /etc.
Also don't forget that /etc cannot be on a different partition than /.
I hope that wasn't an assumption of your switchover process.
