You need to use the windows fdisk utility to create paritions for windows.
It's possible to do otherwise, but why? To recover from the loss of the
fat32, you would have to back up whatever data is on the fat16 partition,
and then wipe out that partition. Then you could create a fat32 partition
and put the data back in. I'm guessing that you are using win98 and redhat
linux on the same laptop? You need to give us a bit more info to
successfully help you.
