Apache: how to change default page

This may be considered off-topic, but I can't seem to find an Apache forum,
and hopefully one of you knows this off the top of your head.
How do I change what file is served by Apache when a user requests a URL
using just our domain name? The default is always "index.html", but I want
to use a PHP file that determines from browser settings what language the
user prefers and serves the appropriate home page (in fact, I am gradually
converting all my pages to PHP).
If it's not possible to change the default filename to "something.php", then
does anyone know a better bandaid to put in index.html than <meta
HTTP-EQUIV="refresh" content="0;URL=gohome.php"> ? Even though I have the
time set to zero, it still shows the page for a second or two, so everybody
sees the little explanation and link I put in the body to handle the case of
really old browsers. Once I'm in my PHP world, I can totally control what's
going on, but I need to get there first.
