I believe that "netconfig" can be scripted, since that is what is used in
the installer (which can be fully kickstarted). You should be able to
specify that information in the kickstart file itself, without using an
external program.
The command-line tool that just about everything uses is "ifconfig" -- if
all else fails, script an ifconfig command into the setup.
