Creating Bootable Install CD's

How do I create bootable install CD's?  The instructions say to download the
ISO image and then put it on a CD.  I've done that, but I don't think I did
it correctly.  What's the exact procedure to create a CD install set where I
can boot from them?  BTW, this will be going on an Intel platform.  And yes,
the machine allows bootup via the CDROM.
