I'm not sure why you copied the files onto the second drive. You say you
can't boot from the CDROM. Are you saying you can't boot ANY CDROM or only
that you can't boot the Linux install CD? If you can't boot ANY CD, you
should check your BIOS settings to see if you've enabled booting from CD.
If you just can't boot from the Linux CD, maybe there's something wrong
with your CD. Can you borrow a 7.0 CD set from somebody else?
If you can't solve the booting from CD problem, you should make a boot
floppy according to the instructions in the installation manual:

You didn't say how you partitioned the second disk. If you did it with
DOS/Windows, you should **DELETE** the partitions that you want to use for
Linux --- or actually -- delete *ALL* the partitions on that drive,
assuming they're empty (or at least delete enough to make room for Linux
partitions).
You can then create the proper Linux partitions as part of the RedHat
install procedure. Normally you would make a small boot partition (32M), a
swap partition that's at least 2x your memory size (make it a nice even
number like 256Meg for your 96Meg RAM), and whatever other partitions you
want. Probably easier to make just one more for now to keep things simple.
So you'll have a total of 3 partitions for Linux.
If you have access to another computer while you're doing this and you
don't have the printed RedHat manuals, you should pull up the Installation
Guide at:
http://www.redhat.com/support/manuals/RHL-7-Manual/install-guide/
Which should lead you through the process.
Make sure you make a boot floppy when it offers to do so. This is
different from the floppy you made to boot the CDROM. It's useful in
case you do anything wrong when LILO is set up.
If you install LILO on the master-boot-record, the installer should
set up a menu to boot either Windoze or Linux.

A PC of that age SHOULD know how to boot from CD, unless something's broken
or you didn't enable boot from CD in the BIOS.

You didn't say whether you wanted to do custom install, workstation install
or server install. If you do "workstation", Apache and an assortment of
other stuff will need to be installed manually. You can do "custom"
and select "everything", which will take a bit over 2G, so if you were to
choose that route, you might want to make the partition a bit bigger.
