Using telnet/rlogin and rcp

I'm having problems with a small linux network getting telnet/rlogin to
connect to a remote host without activating the password validation.
That is, I should be able to telnet/rlogin to another host with
automatic pasword validation and not have to enter the password.
The secnd problem I'm having is using rcp to copy a file from one host
to another and I get a "permission denied" message. Typically I'm logged
into a non-root user on one host and try to copy a file from the same
user area on the on the host as follows:
rcp -p afile remotehostname:/home/user/afile
Permissions are set at rw-rw-rw- on both machines at the file level and
rwxrwxrwx at the /home/userdirectory level.
Can someone give me some help?
