You will find apxs in the apache-devel rpm.

Maybe you need to install all the apache packages that come in your CD. try rpm -i apache*
 
And then try again.
 
If it does not work, Try downloading the Apache from http://httpd.apache.org and installing again from there, I think that you won't need to do this. but just in case

I found no file with this name apxs I have apache delivered with Redhat 6.2
But I need to upgrade to php 4 How?

apxs, exactly don't know how to call it. But, what I've understood, is some kind Apache modules compiler. It allows you to create the .so Apache modules that you can later load into your apache web server, like PHP. So it usually is in $APACHE_HOME/bin directory. if it is not there try: find / -name "apxs" -print and place it in you PATH variable.

In order to configure php 4 under redhat 6.1
i gave the command:
 
./configure --with-mysql --with-apxs
 
But apxs has not been found !
What is this? How can I install it?
