Not so, you can install one copy of start office in a public dir like
/usr/share/staroffice  and then, when anyone wants to install start office
he/she will run the installation script from /usr/share/startoffice
which will install s amsll (1Mb) basic installation ad data files in his
home directory, then you run the star offcie from your own directory.

Its just like that. Easy..

There is this option for enabling start office to install as a multiuser
option, I forget what the switch is but yyou can read it in the
installtion doc on the staroffice cd.
