telnet to RHL 5.2

Hi,all.
I tried to install the Server type of RHL 5.2.
I made a user such as:
     #adduser hoge -p 1234 -d /home/hoge
But I can't telnet-login.
I can connect but can't login.
For examples...
  >telnet (IP Address)
 #telnet localhost
Can you tell me the way?
