Yes, but you need a bootloader in the MBR of the startup disk to point to
sdb*.

This probably has to do with your initrd. See man initrd to create an initial
ramdisk that loads the driver for the 2940 before the 1520 (or just 2940, and
load the driver for the 1520 after boot).
