There certainly is, and it is employed on many servers but I dont know how
to set it up as I am a programmer, but it is definitely posible to
throttle the speed on apache. A search on google might lead you to the
answer you want.

I think that they are to do with the ability to throttle transfers, and
limit the bandwith , ie you can limit a transfer to say 100k per
connection etc. The mods are used in the proftpd server which is based on
apache, so I assume that this is probably their function in apache.
