Long time no chat to... thanks for the answer. I was sort-of afraid that would be the case. On IIS (ickpooey) it's possible to limit the overall bandwidth. But seeing as how Apache and IIS go about their business in totally different manners (for which I, as sole-proprietor-cook-and-bottle-washer, am grateful) I can see why bandwidth limiting really might not achieve the desired effect.
:-) But I *had* to ask :-) I kinda like to know what something might do (for or against me) if it gets installed on the system.

On a side issue Bill, I dont think throttling the bandwith of a server
would achieve much since this serverside bandwith limitation can be
overcome by making multiple connections to the server, so thus say you
limit the speed per conenction to 100k/sec, if I use prozilla
<http://prozilla.delrom.ro> which makes mutiple connections with say 4
connections, I will get 4*100 k/sec=400k/sec. Thus I will be circumventing
your serverside limitation. So I dont think that bandwith throttling on
HTTP servers is going to serve much use, unless you limit the numbver of
logins per IP which is pratiaclly not feasible for HTTP servers for
obvious reasons, (many browsers make multiple connections to download a
page and the graphics in it).
