I'm not sure here what your plan here is, but if wanting to reinstall, or
use a different Linux distribution the installation program will offer to
upgrade or completely reinstall which will format your drive(s).  If just
going back to windows, you'll have to redo the whole file system anyways so
everything will automatically be erased if you wish to use the current ext2
diskspace for windows.  So really unless there is some need I've not touched
on here there is no need to uninstall before going forwards with a new goal.
If your dual booting with windows however I would suggest using something
like "Partition Magic" to reformat the drive space for use with windows or a
different operating system.  If not you'll have to resort to ole dos fdisk
and format commands.  Dos can be a pain when trying to bring back a hard
drive from Linux though.  Sometimes a process called lower level formatting
needs to be done.  You would need the original utilities from the drive
manufactorer to do this however(also sometimes called write test).  Most
provide this on their website.  If lower level formating is done, then
fdisking to set up partition and active drives, and regular formating will
have to be done again.
