telnet problem in RH 7.1

Greetings,

This is rather frustrating. I've searched the archives
on this problem and found some good advices but it did
not work for me just yet. Here is my problem. I am able
to telnet on my RH 7.1 box to itself and to other
machines, but when I try to telnet to it from a different
machine, I get no reply. If I wait long enough(3 min), it
will come back saying "connection refused".

In my /etc/xinetd.d/telnet, disable is set to no.
Packages that are needed for telnet are installed 'cause
RH 7.1 box could telnet to itself. Can someone please
explain what's going on and how to fix this problem.
