This probably has to do with the firewall configuration of your machine. Have
a look at /etc/hosts.allow and -.deny, and at your iptables setup. You will
have to open up a port for other machines to be able to connect to your
telnetd.
By the way, wouldn't you rather use sshd instead of telnetd? ssh uses
encryption by default, which prevents the sniffing of passwords etc.
