first check is the module active

You should get all active modules by the kernel
if there is no ip_tables record, load it
>insmod /lib/modules/"kernel version"/kernel/net/ipv4/netfilter/ip_tables.o
if there is no such file may be you should reconfigure and rebuild the kernel
