I am using the same card i didnt have to do any thing with the hub .
Actually this card has got Auto-Negotiation feature enable by default it
will change over between 10MBps to 100Mbps automatically. Check your cabling
there might be some thing wrong.
good luck

I have a RH 7.1 box with a tulip based card (NDC Soho). The card is 10/100
and I want to hook it up to a 10mbit hub, but the card won't drop to 10mbit.
I can hook it up to a 100mbit hub I have and it works fine.
Where can I force the card to drop to 10mbit?
