Since no one tried to reply this, I will try to put into some discussion
in this topic.

If my memory serves, cdrecord -scanbus only help you to find out the
SCSI address of the SCSI devices, IDE CD-RW here. The result is only the
bus number, major device number and minor device number. As long as you
don't change the physical setup, these number should be the same any
time. So, you don't need to scan it again. At least, it is the case for
me.

The reason that you can't use the CD-RW before run 'cdrecord -scanbus'
as root might be that the modules are not loaded. Is that the case? 

I am not an expert on this. Just some thought based on my own
experience. Please correct me if I am wrong. :)
