It shouldn't really be dangerous to add yourself to uucp.
Adding other users probably isn't too dangerous either, if you can
reasonably trust these users. I suppose ideally you could work out
the precise permissions needed and create a separate "ppp" group,
although I do not believe the uucp group has access to much as it is.
It might be worth your time to do a find and check just what.
I haven't used modems under Linux in years, so my information is
likely far out of date, but I thought many people found they needed
pppd to be setuid-root and then only let "ppp" group users run it.
Honestly, adding yourself to "uucp" may be a better approach.
