You've got it backward.  You cannot start using a network card
until you load the neccessary drivers for talking to it.
That is, first you load PCMCIA, then the specific card support,
then you start using the card (i.e. bring up the network).

Hold on, wouldn't the only configuration that would have a problem
with changing the order would be one that used networked-syslog
over a non-PCMCIA NIC, but still loaded PCMCIA?  What happens if
you try to do network syslog over a PCMCIA NIC?  Sure, the network is
up before syslog, but since PCMCIA isn't up, what good does it do?
