If you look in the /var/spool/cron directory you can tell if any users have cron jobs set up by the existence of files there. If you're logged in as root and do crontab -e and all you get is ~ that just means that this is a new (empty) file. As mentioned below, all you have to do at that point is go into insert mode and type the desired entries.

You have to add the entries below. If your favorite editor is "vi", just get
into insert mode and type the stuff below. Then save it.

I entered ./crontab -e
and didn't see anything
but a screen full of "~"
I'm not familiar with cron at all
what am I doing wrong ?

Login as root and run setup to configure your system data format.
Then, create a cron file for root by running:
# crontab -e
with the following lines:
0 12 * * * /usr/bin/rdate -s clock.psu.edu
5 12 * * * /sbin/clock -w
That will give your system a daily update of the time and write it to the
CMOS clock. Of course, this works only if you have internet access at noon
every day.
