bootsect.lnx is not booting my machine

I generated the file bootsect.lnx using both the / and /boot
partitions(/dev/hda6 and /dev/hda7) and I get a white flicker on the
screen when I choose that menu in my NT loader menu.  I have the
following set in boot.ini c:\bootsect.lnx and the file exists in c: 
Anyone has any ideas why this is happening?  I am currently booting from
a disket to my linux box.  I'm running 7.0.
