Not sure I understand. This is the floppy (subject) and not a cd drive
(later comment)?
If it's a cd, 'eject /dev/cdrom' or 'eject /mnt/cdrom' or simply try
'eject /dev/<whatever_the_device_is>' should work.
If it's a floppy, is the eject button stuck? That should work irrespective
of disk's mounted state. The eject button not working would indicate a
bad drive, stuck label or something else hard being broken. Linux
couldn't cause or solve such a problem.
If it's something else, please clarify.
