I know this may sound silly, but make sure you/someone else is not in a directory within the CDROM structure.
If you are this does not show up as a process of any kind, but does stop the CDROM from being unmounted.
I spent MANY hours trying to figure this one out.

Is there Samba running on your Linux box? If so and one of share
directories is /mnt/cdrom, there can be locked files in it (Samba keeps
files for a period of time after somebody stops to use it). Run smbstatus
to check it.
