Two things you should try:
Sometimes machines behind firewalls get stuck when trying to open the
data connection on another port after the control connection is
established. The usual solution to this is to use "passive" mode FTP,
so your end opens both control and data connections.
Some FTP clients have problems working through masqueraded connections.
There's a kernel module that deals with this. On the Linux gateway
machine, running "/sbin/modprobe ip_masq_ftp" should fix this.
