It is probable that the connection delays are caused by DNS lookups,
being bounced from one name-server to another (after appropriate delays
waiting for a reply that never comes). Set up a domain-name server on
your Linux box and tell -it- about the name-servers owned by your ISP.
Tell your network workstations only about the DNS that's running on your
Linux: don't have them extend the search to the ISP's name servers by
themselves.
A little observation with "tcpdump" can help you see the traffic, and
the delays, first-hand.
