Wayne,
Do you know how the files are transferred across the network?. What
service does it use? We allow very few services in, and I'm getting a
connection refused error.

gnu tar supports remote tape drives:
# tar czf <RS/6000 host name>:<RS/6000 device name> <dir to bup>
Assuming the rmt app is available on the RS/6000 ....
