You need to make sure these are in your smb.conf file:

	encrypt passwords = yes
	smb passwd file = /etc/samba/smbpasswd

The Windows users must also be in the /etc/passwd file AND you must
add them to the /etc/samba/smb/passwd file by use of the "smbpasswd"
command.
