I have encountered a problem with an older version of Redhat where logrotate
would act like this if you let the /var/lib/logrotate.status file get too
large. It managed other programs' log files fine but not its own! Trimming
the file down to about the last week's worth of entries fixed it for me.
logrotate may well have been fixed by now but it is worth checking.

Why would logrotate constantly use 22-28% 0f the CPU 30% of my memory?
