rpm "cannot identify operating system" installing webmin onto redhat 8

I have tried to install webmin 0.990-1 onto redhat 8 using rpm -ivh but faced this error msg:

Unabled to identify operating system...

error: %pre(webmin-0.990-1) scriptlet failed, exit status 2

error: install: % pre scriptlet failed (2). skipping webmin-0.990-1

I have installed webmin on rh8 on another machine and it works fine...any ideas why this is happening?
