Yes.  Don't do that. :-)

Seriously, if the box is exposed to the Internet, don't even think
about telnet; think Secure SHell, namely the openssh RPM.  It's
probably already installed.  See Chapter 14 of the Custom Guide.  URL
to get to it is below.

For the Win client, download and use PuTTY.  Do a Google for it.

For FTP, again, it's risky in an exposed environment.  You can use
"scp" or "sftp" from openssh to transfer files.  If you _must_ have
FTP, get ProFTPD.

If your machines are safely behind a firewall, then use "ntsysv" to
enable telnet (if you must) and ftp services.
