You need to go into /etc/xinetd.d and edit the "telnet" and "wu-ftpd" or
which
ever ftp server you are using. In each file you will find a line that says:
disable = yes
Change it to:
disable = no
After that you should be able to connect. If this doesn't work, restart
xinetd. But
if memory serves me correctly (and its been a long day of system upgrades)
that
should do it.
