did something stupid

was trying to install via rpm yesterday, and had an error about a file locked. 
usually when this happens i just remove the lock file, this time tho i 
actually removed /var/lib/rpm/Packages. dont ask, i dont know what prompted 
me to do this.

how can i get this file back, or do i need to reinstall?

i have tried rpm --rebuilddb, this put the file back, but it kinda looks empty 
and any rpm i try to install tells me libraries that i have, i dont have.

any suggestions?
