How to configure anonymous users in vsFTP?

Previously I installed wu-ftp as ftp server, without anonymous enable.
Now Im trying to install vsFTP (because is more secure?), normal user can
connect to ftp, upload and dpwnload no problem.
But anonymous users can not.
I check the vsftpd.conf file, to see something funny, but there is none.
There is ftp user enable, and have home directory.
I try to create vsftp user, change the vsftpd.conf file, but still no luck.
This is the result when I try to connect to vsftp server from dos prompt.
