lan response is extremely slow

Running Zoot on a P133 w/64 M

I can ping windows box from server and response is quick.  Ping from 
the windows box is also quick.

Bringing up virtual servers, is painfully slow.  Telnet gives me 
the first two lines of the normal login and stops, eventually it 
will time out before allowing me to log in.

Will someone please give me a protocol to follow step by step to 
hunt down the problem?
